A group conscience meeting is to decide non routine and group government issues sometimes confused or conflated with a business meeting where routine group operations are discussed. Most often a group conscience will strive for consensus in the decisions it makes. AA history has shown it beneficial to have broad agreement in any decisions the group makes. If a group is severely split on a pending decision, argues about it for hours and votes, say , 16-15 on the issue...that is NOT consensus. Better to pray and think more before making a final decision.
