Is it just moderators and Admins who can make topics sticky ones??  If so, is it possible to have a sticky topic where we can post funnies, like jokes or funny stories etc.  It'd be good to have a RULE 62 (Jokes) page

I just remembered I have asked about this before, and got the reply that it is only mods who can post them, but still, can we hve one for jokes PLEEEEZZEE???? We are under snow here again, and the winter which started many moons ago is starting to get depressing, give us summat to laff about.
