Hey Paul, ... welcome to MIP .... I think this is the 2nd or 3rd post in the last year or two about finding, or starting, meetings in Dakar ... ... ... I have no clue, but, you might try doing a search on this site to try and contact those who previously posted on Senegal or Dakar ... good luck ...

It's from a newsletter for the US Embassy in Senegal, and it says there are AA meetings twice a week in Dakar. 

There's some contact info in the article. I hope this helps!
